Cookbook creator says: Add 1/3 to 1/2 of the uncooked pasta, then layer other ingredients, then uncooked pasta and other ingredients again until all is gone. Don't put all the pasta on the bottom or it doesn't work as well. make sure to add the water/sauce to the noodles as well.
