High Lemon Tea Cookie

2 c. Butter, Room Temperature
2/3 c. Powdered Sugar
1 Tsp Lemon zest
2 c. all purpose Flour
1 1/2 c. corn starch
Lemon Frosting Below
Preheat Oven 350. 72 cookies
Do not refrigerate dough, butter will harden. Roll dough 1" balls. Placed on ungreased cookie sheet & bake 15 minutes.
