Cookbook creator says: Can't get sour cream? How about canned milk cream - not sweetened condensed milk, mind you. Wheat germ can be left out but add a little more flour. The flour could be plain or whole wheat.

I made this in Malawi whenever I could get my hands on pasta (doesn't have to be just rotini) It lasted a long time and was a taste of 'home' for me. Can be lower in calories if you have access to splenda.
