mix egg with baking powder, salt, milk, and oil.
make a well with wooden spoon in flour mixture. then add the egg mixture to the well. Mix blueberries and lemon peel.
put a little less than .25 cup of mix in each greased muffin tin or muffin cups.
add strusel to tops.
bake at 400 for 15-18 minutes
