Best Ever Chocolate Bars

Ingredients

1 cup all purpose flour
1/2 tsp baking powder
1/2 cup butter
1/4 cup powdered sugar
1 Tbsp grated orange or lemon peel
Filling:
1 cup semi-sweet chocolate chips
Topping:
3 egss
3/4 cup granulated sugar
2 Tbsp lemon or orange juice
1 Tbsp grated lemon or orange peel
Dash nutmeg
3 Tbsp all-purpose flour
1/2 tsp baking powder
Powdered sugar, for garnish
Directions
1. Measure flour and baking powder into a bowl.
2. Add butter and, either with pastry blender or fingers, blend butter into flour mixture until consistency of cornmeal
3. Add powdered sugar and orange or lemon peel. Press mixture evenly onto bottom of an 9 x 11 8-inch baking pan.
4. Prebake crust for about 7 minutes at 350
5. Spread chocolate chips over hot crust. As soon as chips melt, spread choclae evenly over crust. If chips don't melt wquickly, put pan back in the oven for a few minutes
6. Combine all remaining ingredients in a bowl. Mix thoroughly.
7. Pour mixture over chocolate layer.
8. Bake at 350 for about 25 minutes or until top is lightly browned.
9. Cool. Dust with powered sugar. Cut into even squares.
