Chop cabbage into medium pieces and spread into bottom of 9 x 13 pan. Brown meat and onion in large skillet. Stir in rice, salt and pepper. Spoon mixture over cabbage. In saucepan, heat can of tomato soup and water to boiling, and BBQ sauce and stir. Pour soup mixture over meat in baking dish. Cover dish tightly with foil and bake 1 1/2 hours at 350ΒΊ.
