this is adapted form cooking light using soy milk for 2% milk and omitting the raisins and bourbon.
mix masa herbs, salt, pepper, and baking powder.
add water and using a mixer mix till blended. add additional water one table spoon at a time until cake batter consistency. add oil and increase speed to medium and mix for 4 min. divide batter in 2. in a greased 8x8 pan spread half the batter on the bottom. spread the chicken in the middle. carefully spread the remainder of the batter on top.
