Conneticut Beef Casserole

2 lb stew meat2 lg onions, sliced2 T oil1/2 c mushrooms, sliced4 servings hash brown potatoes1 can low fat cream of mushroom soup3/4 c 1% milk3/4 c sour cream1 tsp salt1/4 tsp pepper2 c shredded cheddar cheese21 Tater tots for topping
Brown meat and onions in oil. Drain mushrooms and add enough water to liquid to make 1 cup. Add 1 cup liquid and mushrooms and simmer 1 1/2 hours. Place meat in bottom of a 9x13 inch pan. Place potatoes over meat and combine soup, milk, sour cream, salt, and pepper. Pour over potatoes and sprinkle with cheese. Place tater tots on top. Bake, uncovered, 45 minutes at 350, 15 more minutes at 400.
