Cauliflower/onion Casserole

1 small cauliflower2 medium onions, chopped1 tablespoon flour1 tablespoon melted butter1 cup 1% milksalt and pepper to taste8 oz cheddar cheese, shreddedpaprika
Break cauliflower into flowerets. Cook Cauliflower and onion separately in salted water about 7 minutes. Arrange in 2 quart casserole dish in alternate layers. Combine flour and butter, blend well and cook over low heat until bubbly. Gradually add milk, cook stirring continuously until smooth and thick. Add salt, pepper and cheese and stir until cheese is melted. Pour sauce over vegetables and sprinkle with paprika. Bake at 350 degrees until hot and bubbly,
