Chocolate muffins with peanut butter streusal

Ingredients
1 1/2 cups all purpose flour3/4 cup sugar1/4 cup baking cocoa (I used Penzey's Dutch Cocoa)2 teaspoons baking powder1 teaspoon baking soda1/2 teaspoon salt2/3 cup low fat vanilla yogurt (I used Dannon)2/3 cup 1% milk1/2 teaspoon vanilla extractTopping:3 Tbsp peanut butter (I used smucker's all natural creamy)4 Tbsp granulated sugar2 Tbsp all-purpose flour1/8 tsp salt
Directions
In a bowl, combine peanut butter, sugar, flour, and salt; mix with a fork. Set aside.

In a bowl, combine the first six ingredients. Stir in yogurt, milk and vanilla just until moistened. Coat muffin cups with nonstick cooking spray; fill two-thirds full. Top with topping.

Bake at 400 degrees for 15-20 minutes or until a toothpick comes out clean. Cool for 5 minutes before removing from pan to a wire rack; dust with confectioners' sugar if desired
