Beef, Barley, & Veggie Soup

Ingredients
Spray Dutch Oven with cooking spray, and heat over medium heat. Cook 1/2 inch cubed beef chunks until browned, 8-10min. Add onion, celery, carrots, and garlic; cook 5 minutes more. Stir in flour (1 T), and cook 1 minute longer.Add water, beef broth, and herbs to pot. Heat to biling. Reduce heat and simmer, covered, until beef is very tender (60-90 min). *After about 45 minutes, separately prepare barley with takes 45-50 min to prepare.Add tomatoes (w/liquid) and potatoes, simmer about 10 minutes. Add peas and prepared barley and heat to boiling; reduce heat and simmer about 5 minutes. Season to taste with salt & pepper.
