Easy Creole Chicken Fricassee Stew with potatoes

1 small onion, chopped1 Tbsp garlic1 Tbsp canola oil2 chicken quarters3 cups water1 cup chopped carrots1 bell pepper, chopped3 medium potatoes chopped1 tbsp paprika1 tsp crushed red pepper2 bay leaves (can use crushed, but I prefer whole)
In a large pot, heat oil over medium heat. Add onion and garlic and saute until the onions are starting to turn translucent. Add chicken and brown. Add water, carrots, bell pepper, potatoes, red pepper, paprika and bay leaves. Simmer for about 15 to 20 minutes covered, stirring occasionally. Add tomatoes and simmer another 20 minutes, stirring occasionally. Uncover for last 5-10 minutes. Cook until chicken is done and potatoes are tender.
You can removed the bones and serve as a soup in a bowl, or served the chicken with bones-in over stew in a shallow dish.
