Mexican Lasagna

3/4 cup long grain rice2 burrito sized tortillas1 clove garlic, minced1 small onion, minced1 lb ground turkey1 can diced tomatoes, drained1 can refried beans1 cup cheddar cheese1 tsp cumin1 tbsp chili powder1/4 tsp oregano1/4 tsp salt1/4 tsp pepper1/2 tsp paprikapinch cayenne
Cook rice in rice cooker or as directions say.
Preheat oven to 375.
In a large pan, cook onions, garlic, and turkey over medium-high heat until turkey is browned. Add tomatoes and cook 1 minute more.
In a lightly greased 8x8 pan, layer ingredients as follows: tortilla, beans, rice, salsa, meat mixture, cheese. Repeat all layers. Bake for 15 minutes, cut into 9 squares, and serve.
