Slice onions into 1/4" slices and pop out individual rings. Cut peppers into strips 1/2" x 1". Brown beef and onions with chili powder. Once beef is browned, add bell pepper and cook. When mixture begins to become dry, add tomatoes and rice and stir. Continue cooking with a lid on until rice is cooked. Remove lid and stir occasionally, cooking on reduced heat until texture is not wet and peppers are tender.
