Sauté garlic, onions and celery in oil
Combine water, broth, peas, sauteed garlic, onions and celery, salt and pepper in a slow cooker and cook for about 2 hours until peas are tender. Add bell peppers and spinach. Cover and let the steam wilt the spinach.
