Cabbage Beef Casserole

Ingredients
1lb lean ground beef2 med. onion, chopped3 cloves garlic1 tsp salt1 tsp pepper1 19 oz can tomatoes (used Aylmer diced tomatoes with garlic and olive oil)1 cup uncooked brown long grain rice1 head cabbage
Directions
In a large skillet cook lean ground beef until meat is done.Stir in onions, garlic, salt, pepper, tomatoes, and water.Bring to a boil and stir in rice.Cover and simmer about 20 mins or until rice is nearly ready.Layer beef mixture and cabbage.Cover and bake for 1 hour at 350 F.
