Ingredients

    16 oz ground beef (leanest cut)
    .5 cabbage (sliced)
    .5 cup rice
    1 sweet onion (grated)
    2 cloves garlic (crushed)
    1 tsp tarragon
    1 tsp oregano
    1 tsp paprika powder
    1 tbs fresh parsley (chopped)
    1 cup low sodium chicken broth or beef broth
    2 tbsp molasses or swedish sirap
    salt and pepper to taste

Directions

Grate onion mix into ground beef ,add the spices also.
Spray frying pan with oil heat and add the cabbage,fry for a few minutes untill golden add the syrup , salt and pepper
cook until brown and wilted add the chicken broth,mix well.
In ovenproof dish add 1/3 of beef mixture ,top with 1/3 cabbage, continue this way alternating beef and cabbage,
last layer should be cabbage. Pour the chicken broth over it all and bakein oven at 400 . Cook for 35-40 min. untill done. Serve with potatoes or rice.
