Preheat oven to 350 degrees F. Lightly grease a 1.5 quart casserole (with lid).In a saucepan, combine cod and milk. Cover and simmer until fish flakes easily. Drain reserving liquid. Flake cod into prepared casserole.
In a saucepan, melt 1/4 cup butter or margarine. Blend in a mixture of 1/4 cup flour, pinch of basil, pinch of pepper.
