Heat Olive Oil in a large, deep frying pan or dutch oven. Gently saute onions, celery, beef and peppers. When beef is cooked through, sprinkle flour and stir util mixed in. Cook for a few minutes, then add water to make a slightly watery gravy (gravy will thicken as it cooks). Cook for about 10 minutes, then add frozen veggies.
