    1 box (14.5 oz) elbow macaroni
    3 Tbs. white flour
    3 Tbs. butter
    2/3 cup instant nonfat dry milk
    2 cups nonfat milk
    8 oz. extra-sharp cheddar cheese
    1/2 tsp. salt
    1/4 tsp. white pepper
    1 package frozen sugar snap peas (12 oz.)
    1 cup frozen kernel corn


Cook macaroni according to box directions.
Cook the frozen snap peas and 1 cup frozen corn (I use the microwave)
Preheat oven to 350 degrees.
In a large saucepan, melt butter. Stir in flour,
Gradually add in 1 cup of milk, 1/3 cup dry milk, then another cup of milk and another 1/3 cup dry milk. Cook, stirring frequently, over medium heat until sauce begins to thicken.
Stir in salt and pepper.
Add cheese and stir until it melts.
Stir in the cooked macaroni, and then stir in the cooked snap peas and corn.
Spoon into a 2 quart baking dish that has been lightly sprayed olive oil spray.
Bake 30 minutes.
