    16 cabbage leaves
    16 oz ground beef
    1 1/3 cups brown rice cooked
    1 cup beff broth
    1 tsp salt
    1/2 tsp pepper
    4 tsp garlic powder
    4 Tbsp dried onion
    2 tomato, chopped
    8 Tbsp tomato sauce
    4 Tbsp water
    nonfat cooking spray


Steam cabbage leaves until tender
Mix together beef, rice, broth, salt, pepper, garlic powder and onion. Divide meat mixture between the cabbage leaves. Roll and tuck in ends. Secure with a toothpick if necessary
Coat baking pan with non fat cooking spray. Place cabbage rolls in baking pan
In small bowl combine chopped tomato, tomato sauce and water. Top rolls with tomato mixture
Bake 350 over for about 1 hour or until beef has reached an internal temperature of 160.
