    Preheat oven to 350 degrees F.

    In a large non-stick skillet, ground beef and turkey, drain. Remove meat from skillet and saute onion, carrots, celery, and bell pepper until soft. Combine onion mix, meats, garlic and onion powders, pepper, egg, and peas and mustard, mixing well. Spray a casserole dish with your favorite non-stick cooking spray. Spoon the mixture into the dish.

    Prepare mashed potatoes as directed on the package (using ingredients listed).

    Spread the potatoes over the top of the meat mixture, forming a topping that extends all the way to the edges of the baking dish by pressing down at the edges. When my daughter was little, she liked to make pretty designs on top of the potatoes using a fork. Sprinkle with paprika.

    Bake until the potatoes are golden at the edges, and there is a little steam coming up through them, about 25 minutes. Let stand 5 minutes at room temperature before serving.
