In a skillet put oil and garlic, and pepper then cover until crispy for 5 to ten minutes, add the tomatoes and the remaining ingredients including water.
In separate pot cook pasta as directed, when al dente, drain and pour in a baking dish, combine all with the sauce, toss and bake for 35 minutes.

Serve with steamed vegetables and Chicken Breast.
