Ingredients

    black beans - 1-1/2 cups cooked or one 15oz can drained
    garlic - 2 cloves, minced
    diced tomatoes - 1 can (16 oz)
    brown rice - 1/3 cup (uncooked)
    salsa - 1 cup
    water - 1/3 cup
    cumin - 1 tsp
    oregano - 1/2 tsp
    corn tortillas - 12
    bell pepper - 3/4 cup finely chopped
    onion flakes - 1/2 cup
    cheese, fat-free shredded cheddar - 3/4 cup

Directions

Cook brown rice, bell peppers and onion flakes in a rice cooker or pot with 2 cups water.

While that is cooking mix beans, tomatoes, 1/2 cup of the salsa, water, cumin and oregano. After rice, pepper and onion mixture is done mix it with the bean mixture with 1/4 cup of the cheese.

Put a small amount of mixture on bottom of a 9x13 pan (or divide into 2 - 8x8 pans), add half of the tortillas (tearing some if necessary to cover pan), then a layer of half of the bean mixture, another layer of tortillas and the rest of the bean mixture.

Top with remaining salsa and remaining cheese. Bake at 350 for 20 minutes or until bubbling hot.
