place vegetables on the bottom, add 2 cups of water and 1 packet of onion soup mix. Place meat on top and sprinkle the other soup mix over top. Cook on high for about an hour to get things going then down to low. Cook all day. Veggies will make its own juice along with the meat and will fill up to cover the meat..
