Thai Panfried Fish Fillets with Cucumber Relish

1 large clove garlic, minced1/2 small jalapeno pepper, halved, seed and minced1/2 large cucumber, diced, about 1 cup3 large green onions, sliced5 tablespoons seasoned rice vinegar1 tablespoon Thai fish sauce1 tablespoon peanut oil1 teaspoon sugar1/2 tsp salt1/3 cup flour3/4 teaspoon ground cumin1/2 teaspoon salt3/4 teaspoon ground turmeric1 tsp dried cilantro4 - 4 ounce orange roughy fillets(or other whitefish)3 tablespoons peanut oil
-Combine 1st 9 ingredients for relish and let sit for at least 1 hour.
-Combine next 5 ingredients. Coat fish on both sides with flour mixture.
-Heat 3 T peanut oil over medium heat in skillet. Panfry fillets until brown about 3 minutes on each side. Drain on paper towels.
-Drain relish. Serve fillets topped with relish.
