Soup-Bowl Cabbage Rolls

1 lb lean ground beef1 garlic clove, minced1 small cabeage head, chopped1 1/2 cup water2/3 cup uncooked long grain rice1 T. Worchestershire sauce1 t. onion powder1 t. dried basil1/4 t. cayenne pepper1/4 t. pepper1 can (28 oz) crushed tomatoes1/2 t. salt2 T. grated parmesan cheese (optional)
1. In a nonstick Dutch oven, cook beef and garlic over medium heat until meat is no longer pink; drain. Stir in the caggage, water, rice, Worchestershire sauce, onion powder, basil, cayenne and pepper; bring to a boil. Reduce heat; cover and sinner for 25 - 30 minutes untl rice is tender.
2. Stip in tomatoes and salt; heat through. Sprinkle with cheese if desired.
