Black Velvet Cake

Ingredients
3 tbsp cocoa powder unsweetened1 1/3 cup all purpose flour1 tsp baking soda1 tsp baking powder2/3 cup granulated sugar1 tsp vanilla extract1/3 cup vegetable oil1 tbsp white vinegar1 cup cold water
Directions
Sift dry ingredients in a medium bowl. In another bowl combine water, oil and vanilla. Gradually add wet ingredients to dry ingredients. Pour batter into a greased 8" baking pan. Bake in a preheated 350 degree oven for 30 minutes or until tester inserted in middle of cake comes out clean.
