cook meat with onions until brown. add spices and 1/4 cup water, mix then add peppers. cook a few more minutes to combine flavors. heat tortillas. mix one tsp salsa w one tsp sour cream on tortilla. add 1 tsp cheese. add 1/2 cup meat mix and top w shredded lettuce.
