Beef Enchilada Slow Cooker Casserole

1# 93% ground beef1 cup chopped onion1/2 cup chopped green pepper1 15 oz can pinto beans1 15 oz can black beans1 15 oz can diced tomatoes with green chiles1/3 cup water1 t chili powder1/2 teaspoon cumin1/2 teaspoon salt1/4 teaspoon black pepper1 cup sharp cheddar shredded1 cup jack cheese shredded7 6" flour tortillas
1) Cook beef, onion and pepper until beef is browned and veggies are tender
2) Add beans and everything except the cheese and tortillas. Bring to boil. Reduce heat, cover and simmer for 10 minutes
3) Combine cheeses
4) In a 5 qt slow cooker layer 3/4 cup beef mix, 1 tortilla and about 1/3 cup cheese. Repeat layers. Cover, cook on low for 5-7 hours or until heated through.
