Directions
Cook ground beef, onion, and bell pepper until browned. Sprinkle the oats, salt, pepper, and garlic powder over the meat. Arrange the cabbage wedges on top. Combine tomato sauce, vinegar, and Splenda. Pour over the cabbage. Cover and simmer 15-20 minutes, until cabbage is tender.
