Clam Chowder, low calorie

Ingredients
2 cups diced potatoes1 cup chopped celery1 cup chopped onionjuice from 2 cans clams4 oz butter3/4 cup flour1 1/2 tsp. saltpepper to taste1 quart 1% milk2 Tbs. red wine vinegar
Directions
Cook potatoes, celery, and onions with drained clam juice and enough water to cover vegetables until tender.
Melt butter in sauce pan and add flour until thick. Gradually add milk and stir until thickened. Add vinegar. Pour sauce into cooked vegetables and simmer gently, add clams and serve.
