Cilantro Pesto Halibut with Spicy Sweet and Sour Dipping Sauce

For the fish:2 cups fresh cilantro leaves and stems1 Tablespoon soy sauce1 teaspoon soy sauce1 teaspoon black pepper1 teaspoon vegetable oil1/2 teaspoon sugar2 garlic cloves2 halibut or mahimahi fillets (5 oz. each)For the dipping sauce:1/2 teaspoon red pepper flakes1 1/2 small garlic cloves2 Tablespoons distilled white vinegar2 Tablespoons fresh lime juice1 Tablespoon fish sauce2 1/2 Tablespoons granulated sugar
Combine in food processor until minced: cilantro, soy sauce, black pepper, oil, sugar, and garlic.
Spread onto both sides of fish to coat and let stand at room temperature 10-15 minutes.
Preheat grill to medium high.
Lightly coat both sides of fish with cooking spray, then grill until cooked through and firm, about 4-6 minuets per side. Do not overcook.
Serve fish with steamed rice and slaw with dipping sauce on side.
