Corky's Favorite Potato Soup

Ingredients
4 1/2 cup milk (recipe includes 1% in the calorie calculations, but you can use fat free or soy milk)4 c. cubed, peeled potatoes1 c. chopped carrots1/2 c. chopped onions2 tbsp. snipped fresh parsley (1tbsp. dry)3 tsp. chicken base/better than bouillon or any chicken seasoning (can use sodium free to cut back on the amount of sodium)1 1/2 tsp. salt1 tsp. celery seed or salt5 tbsp. all-purpose flour1/2 c. milk2 tbsp. margarine, melted
Directions
PLACE milk in large heavy saucepan and slowly heat as you prepare vegetables. PREPARE vegetables and add to milk in saucepan. ADD seasonings. COVER and simmer till vegetables are tender, about 15-20 minutes. PLACE flour and melted margarine in small bowl and gradually add milk, stirring until smooth and no lumps remain. STIR into soup and cook, stirring constantly till thickened and bubbly. (If using dairy milk keep heat low and stir occasionally during cooking to prevent sticking to bottom of pan)
