Down Home Smothered Steak

1 tbsp olive oil2 lbs round or simmering steak1 onion, thinly sliced2 stalks celery, thinly sliced1/2 tsp cracked black peppercorns1/4 cup flour1 1/2 cups beef broth2 green peppers, cut into strips
1. In a skillet, heat oil over medium high heat. Brown steak in pieces on both sides. Transfer to slow cooker.
2. Reduce heat to medium low. Add onions, celery to pan. Cover and cook until vegetables are softened, about 8 minutes. Sprinkle flour over vegetables and cook for 1 minute, stirring. Add broth and cook until thickened, stirring to scrape up brown bits.
3. Pour over meat, cover and cook on low for 8 to 10 minutes.
4. Stir in green peppers. Cover and cook on high for 20 to 25 minutes, until peppers are tender.
