Kofte, Lentil Tomato

1 medium onion, chopped1 carrot, peeled and finely chopped1 tblsp tomato paste1 tsp. cumin2 tsp. Aleppo chilies or medium-hot paprika1 c. red lentils4 c. water1 c. finely ground bulger2 tblsp. olive oilsalt and freshly ground pepper to taste
Saute carrot and onion in medium saucepan with a little water over medium heat, stirring occasionally, until softened, about 5 min.
Stir in tomato paste, cumin, and Aleppo chilies, then add lentils and water and bring to a boil over high heat. Reduce the heat to medium low and simmer until the lentils are tender and have absorbed about 3/4 of the liquid, about 10 min.
Stir in bulger and olive oil and remove from heat. Let this stand until liquid is absorbed and bulger is softened, about 20 min. Season with salt and pepper, let cool.
Shape into patties or quenelles, serve at room temp.
