Creamy potato soup

Ingredients

1/2 stick margarine1/2 cup flour1 cup chopped celery1 cup diced onion3 cloves garlic, minced1 cup water3 cups nonfat milk3 slices bacon1/2 salsa, I use hot4 cups cooked diced potatoessalt and pepper to taste
Melt margarine, cook celery, onion and garlic until tender.
Add flour and cook until slightly brown
Add water and stir in and then add milk and salsa. Cook, stirring frequently so that it does not burn. Don't let boil, but it can simmer. If it gets to thick add more water.
Add potatoes and cook until simmers again.
Add salt and pepper to taste.
Good with garlic bread.
