Spicy Scallop Stir Fry with Snap Peas

1/4 c soy sauce2 t sesame oil4 t rice vinegar1/2 t red pepper flakes1 1/2 T cornstarch2 T peanut oil1 onion, chopped1 sweet red pepper, cut into 8 wedges1/2 lb snow peas, trimmed1 lb sea scallops1 t freshly grated ginger2 cloves garlic1 c broccoli (optional)
In a bowl, combine soy sauce, sesame oil, vinegar, red pepper flakes and cornstarch, set aside. Heat peanut oil in a wok. Add onion, stir fry over medium heat until soft, 3-4 minutes. Add red pepper, stir fry until tender, 5 min. Add snow peas, stir fry for 2 minutes. Mix in scallops, garlic and ginger, stir fry until scallops are opaue, about 3 minutes. Pour in soy sauce mixture. Stir fry briefly, until thickened. Serve over brown rice.
