Mrs. Wong's Pepper Steak

1 lb. flank steak1 large green pepper1 large red pepper1 onionfresh sliced ginger3 1/2 TBSP light soy sauce2 TBSP chinese cooking wine1 1/2 TBSP tapioca starch1/4 tsp salt 2 tsp sugar1/2 tsp black pepper4-6 TBSP peanut oil
Thinly slice flank steak against the grain. Combine soy sauce, wine, starch, salt, pepper and sugar to make a marinade for the meat. Marinate meat for 30 minutes. Chop peppers and onion in 1-inch pieces, keeping onions separate from peppers. Slice and mash ginger root.
Heat wok and add 1 TBSP oil. Add onion and stir until aroma appears, then add peppers. Stir fry for about 2-3 minutes and remove from wok. Add 3 TBSP oil and ginger root. Stir fry until brown and remove ginger, add meat and stir fry until almost done and add peppers and onions. Stir for a minute or two more and serve hot over rice.
