1 pound ground beef1 cup chopped onion1 cup chopped bell peppers1/2 of a 3 1/2 oz pkg sliced pepperoni1 15 1/2 oz jar pizza sauce1 4 oz can mushrooms, stems and pieces1/2 tsp fennel seeds, crushed1/2 tsp oregano1/2 tsp basil2 eggs1 cup heavy cream1 tbs cooking oil1 cup Carbquik baking mix8 oz shredded mozzarella1/4 grated parmesan cheeseBrown ground beef with onion and pepper. Cut pepperoni slices in half. sitr pepperoni, sauce, mushrooms, fennel, oregano and basil into meat. Bring to a boil. Reduce heat. Simmer for 10 mins. Meanwhile grease a 3 quart rectangular baking dish ans set aside. Mix the Carbquik, eggs and milk together until smooth.Pour the hot meat mixture into the casserole dish. Layer the mozzarella cheese over top. Pour Carbquik mix over top of cheese, spread evenly to cover the whole casserole. Sprinkle with parmesan. Bake at 400 for about 30 minutes until topping is puffed and golden brown. Serve immediately
