Potato-and-Leek Soup/Potage Parmentier

Potato, raw, 4 small (1-3/4" to 2-1/2" dia.) Leeks, 3 leek , washed, sliced Chicken Broth or Bouillon, 4 1/2 cupwater, 1 cup Light Cream, .1/2 cup Salt, 1 tsp Pepper, black, 1/2 tsp Scallions, raw, 1 large choppedButter, salted, 1 tbsp
Combine potatoes, leeks, broth and water in lg pot. Bring to a boil over med-high heat. Reduce heat simmer 35-45 min or til veggies are tender. Without draining broth mash veggies in pan with a masher until they are fairly smooth. Add cream, butter, salt and pepper. Heat soup just to the boiling point.... do not boil. Sprinkle each serving with some of the scallions.
