Add the shortening to the dry ingredients and blend till it is an oatmeal consistency. I use my fingers for this.
Then make a well in the middle and add the milk.
stir this till it forms a ball.
Dust the counter with flour and roll out to about 1/4 inch thick. Now spread the butter over the top of this and sprinkle the cinnamon and brown sugar mixture over this. Roll this all up into a tube and then cut into 18 equal parts.
Put on baking sheet and bake on the middle rack of oven at 375 for 15 - 20 minutes. My oven cooks them in 17 minutes.

I did make a few mods. I switched out the 1% to skim, b/c that was all I had. I also reduced the butter to no more than 3 T. The recipe comes out great, and I am on my 4th batch of them. I suggest not adding the milk all at once. Pour half, then mix. This allows you to adjust if sticky. - 1/1/14

Mine turned out way better then I thought they would...I did use 1/4 cup of the white flour in with the cinnamon/sugar mixture to keep it from running out of the rolls. They were NOT dry at all but a bit heavy.WAAY too much cinnamon as well...and took 25 minutes in my brand new oven.. - 5/25/11
