Hershey's "Perfectly Chocolate" Chocolate Cupcakes

Cupcakes:2 c sugar1 3/4 c flour3/4 c cocoa1 1/2 tsp baking powder1 1/2 tsp baking soda1 tsp salt2 eggs1 c milk1/2 c vegetable oil2 tsp vanilla1 c boiling waterFrosting:1 stick butter2/3 c cocoa3 c powdered sugar1/3 c milk1 tsp vanilla
Heat oven to 350. Grease or line muffin pan. Combine dry ingredients in large bowl. Add eggs, milk, oil and vanilla; beat on med. speed for 2 min. Stir in boiling water (batter will be thin). Pour into cupcake liners or muffin tin. Fill cups 2/3 full with batter. Bake 22-25 minutes. Cool; frost.
For frosting: Melt butter. Stir in cocoa. Alternately, add powdered sugar and milk, beating on med. speed to spreading consistency. Add more milk if needed. Stir in vanilla. Makes about 2 cups.
