1 lb flank or round steak2 tbs vegetable oil or spray1 red bell pepper, chopped1 green bell pepper, chopped1 yellow bell pepper, chopped2 onions, chopped2 cups water3 (15-ounce) cans tomato sauce1 (15-ounce) can black beans1 (15-ounce) can white beans1 (14.5 ounce) can petit diced tomatoes2 tbsp dried parsley3 tsp chili powder2 tsp ground cumin1 tsp garlic powder1 tsp salt1 tsp ground black pepper

Cut steak across grain into thin strips. Cut strips into 1-inch pieces.
In a large dutch oven, heat oil over medium-high heat. Add steak; cook 5 minutes, stirring frequently. Add peppers and onions; cook 5 minutes. Stir in waterf, tomato sauce, beans, diced tomatoes, parsley, chili powder, cumin, garlic powder, salt, and pepper. Bring to a boil over med-high heat; reduce heat, and simmer 45 minutes.
