Boil the cabbage for about 20-25 minutes then drain real good. Brown up your ground turkey, drain, then mix with the cabbage and add the pepper, garlic powder and onion powder. Mix the tomato sauce and diced tomatoes together.
In a baking dish, put a layer of the cabbage/turkey mixture (1/2). Top with half of tomato mixture then half of your cheese. Repeat with the other half of ingredients. bake for about 15-20 minutes at 350 degrees
