Skinny Cheesy Chicken, Broccoli, and Quinoa Casserole

2 cups cooked quinoa4 cups chicken broth4 cups broccoli florets2 green onions, chopped1 tsp Extra Virgin Olive Oil1 LB chicken breasts, cut into bite size pieces5 tsp flour2 cups milk (skim)1/3 cup sour cream (fat free)8 oz shredded 2% cheddar cheese1/4 tsp salt1/4 tsp pepper1/4 tsp garlic powder
• Bring quinoa and chicken broth to a boil in a large pot, reduce heat and simmer for 10 minutes.
Add Broccoli and Onion on top to steam. cover and cook 5 minutes.
• Meanwhile, heat EVOO in a large skillet over medium high heat. Add chicken, season with salt, pepper, and garlic powder, and sauté until no longer pink. Remove to a plate and set aside then very carefully wipe out skillet with a dry paper towel.
• Turn heat down to medium then wisk together flour and ½ cup milk in a small bowl. Pour mixture into skillet then add remaining milk. Cook mixture, stirring constantly until thickened, 7-10 minutes. Remove from heat, add ¾ of the shredded cheese, sour cream, salt, pepper, and garlic powder, and stir until smooth.
• Preheat broiler. Spray 9x13 baking dish with non-stick spray. Combine quinoa and broccoli mix with cheese sauce then scoop the mixture into baking dish and top with remaining cheese. Broil until cheese is melted then let casserole rest for 5 minutes before serving.

I really wanted to make this recipe but the ingredients say COOKED quinoa, and then the instructions say to cook the quinoa with the broth, now SURELY it isn't supposed to be 2 cups of dried quinoa. The instructions here are too confusing but I will make my own version based on this recipe - 5/6/19
