mix broth and soup, boil. add broccoli, boil, then simmer. melt butter in skillet, add onion, saute until tender. add flour. cook for a minute. stir milk into skillet, stirring continually until very thick. add salt and pepper. stir milk mixtue into soup mixture. simmer for at least ten minutes. sprinkle with fat free chedder.
