Sausage Corn Chowder

2 lb Italian Sausage, pork 2 cups chopped Onions2 cups diced Celery8 chicken bouillon cubes12 small (1-3/4" to 2-1/2" dia.) Potatoes12 cups Water6 cans Yellow Sweet Corn1 cup Butter, salted (2 sticks) 2 cups Flour 1 tsp black Pepper9 cups Milk, nonfat (skim milk)
Cook sausage in 12-qt soup pot until no longer pink. Drain fat. Add onion and celery and saute a few minutes. Add bouillon cubes, potatoes, water, and corn. Bring to a boil and simmer while making sauce. In 3-qt saucepan, melt butter and whisk in flour and pepper. Stir in milk and continue to whisk until mixture is thickened and bubbly. Stir flour mixture into soup pot and simmer a few minutes more.
