Horseradish Baked Chicken

2 Tbs. butter, unsalted2 Tbs. flour1 cup skim milk3 Tbs. prepared horseradish, drained1 tsp sugar1 tsp Dijon mustard1 tsp white wine vinegarSalt & freshly ground black pepper3 skinless, boneless chicken breast halves
Preheat oven to 350 F. In a medium saucepan, melt butter over medium low heat. Stir in flour and cook, stirring, over medium low to low heat for 1 minute, without browning. Slowly whisk in milk over low heat and cook, stirring, until sauce is thick and smooth, about 3 minutes. Stir in horseradish, sour cream, sugar, mustard, and vinegar. Season with salt and pepper to taste.
Arrange chicken breasts in a baking dish. Pour half of the horseradish sauce over the chicken. Bake 45 minutes, until chicken is tender. Reheat remaining sauce and serve over chicken.
