Best Hot Chocolate

Ingredients
1/2 cup cocoa powder14 oz. can Sweetened Condensed Milk, Fat Free8 cups water
Directions
Stir cocoa and condensed milk over low heat until blended. Will look like chocolate syrup. Add 8 cups water and stir until steaming hot - DO NOT BOIL.

Pour or scoop into cups.
